Our Committee

The Florida Watershed Journal Executive Committee (EC) is a very active and dedicated group of water professionals that work throughout the State to publish the FWJ three times a year.  The EC is a volunteer committee that includes the following members of both FWEA and AWRA:

Founding Chair: Nabil Muhaisen, P.E.  Nabil is the Water Resources Compliance Engineer in charge of Orange and Volusia Counties, at the St Johns River Water Management District in Altamonte Springs/Orlando.   He has over 20 years of experience in Water Resource Engineering working with the District’s Environmental Resources and the Management of Storage and Surface Water (MSSW) Regulatory Programs.  He has been an FWEA Member since 1999, served as the Chair for the Integrated Water Resources Committee (2001), and went on to serve in several leadership posts on the FWEA Board of Directors.  He served as Director at Large (DAL) for Technical Committees, the DAL for the State’s Chapters and  the Mutual Organization Director.  He continued serving on the BOD as Secretary-Treasurer, Vice President, and finally as President.    Nabil has a bachelor’s degree in Civil Engineering from the University of Central Florida and is currently finishing work on his Masters of Science in Civil Engineering Degree at the University of Central Florida.  

Founding Editor: Chris Martinez, Ph.D, P.E. Chris is an assistant professor in the Agricultural and Biological Engineering Department at the University of Florida.  His work primarily involves the application of weather and climate forecasts to water resource decision making.

Chair: Elizabeth Perez, P.E., D.WRE.  Liz  is a past chair of the Water Resources Planning and Management Committee within the Environmental and Water Resources Institute of ASCE and currently serves on the Board of Directors for FWEA.   She specializes in stormwater management, water supply, hydrologic and hydraulic modeling, ecological engineering, and geographic information systems.  She is currently employed with Brown & Caldwell in West Palm Beach, Florida as a Principal Engineer and is a co-author on the 8th Edition of the well-known textbook Water Supply and Pollution Control

Vice Chair: Sarah Anderson, P.E.  Sarah has served on the Executive Committee for the Florida Watershed Journal since 2009. She is a Water Resources Engineer at Jones Edmunds in Gainesville.  She works on a variety of water resources projects including watershed management plans, pollutant-loading analyses, stormwater permits, and TMDL implementation studies.

Secretary/Treasurer: Lisa Sterling, P.E.  Lisa has been an environmental engineer at CDM since 2006 focusing on stormwater, potable water, and wastewater planning and public outreach activities within Duval and St. Johns counties.  She began her career with ExxonMobil in Louisiana after graduating from the University of Florida in 2001 with a Bachelors of Science in Environmental Engineering.  Since then, Lisa has worked on the Comprehensive Everglades Restoration Plan and continues to focus on projects related to sustainability and program planning to achieve multiple environmental goals. She was the Chair of the First Coast Chapter of the FWEA from 2008 to 2010 and now participates in the Chapter’s steering committee as well as being active in AWRA.

Editor: Bill Lynch, P.E. Bill has been an engineer in private practice since graduating in 1984 from Florida Institute of Technology. He is recognized for his solutions-oriented, practical consulting, engineering and project delivery approaches to addressing water and environmental matters for public and private clients. Bill is the 2011-12 Chair of the Florida Institute of Consulting Engineers Water Resource Committee and an active member of Leadership Palm Beach County.

Editor: Derek Doughty, P.E.  Derek is Vice President – Engineering Manager for Applied Sciences Consulting, Inc. and has over twenty (25) years of diversified engineering experience, including twenty (20) years in hydrologic and hydraulic modeling of storm water conveyance systems and management facilities.  Derek is currently serving as Member at Large on the Executive Committee with the Hillsborough County City-County Planning Commission and was appointed as the Planning Commissions ex-officio member to the MPO.    Derek is also active with many advisory committees and technical groups, including the Brandon Chamber of Commerce Government and Economic Advisory Council, The Hillsborough River Board Technical Advisory Council and the Southwest Florida Water Management District Surface Water Advisory Group.  Derek is also a proud graduate of the Leadership Brandon Class of ’09 and serves on the Planning and Alumni committee for Leadership Brandon.
